Business energy resilience: simplified installation of PV systems on buildings and expanded 5–7–9% financing

The Cabinet of Ministers of Ukraine has adopted decisions that streamline the implementation of on-site power generation projects for businesses and expand access to financing for energy-efficiency measures. The changes concern updated rules for installing solar power plants on buildings and amendments to the Affordable Loans 5–7–9% program.
Under Resolution No. 77 dated 28 January 2026, works related to the installation of solar power plants on building roofs and façades, as well as the replacement of equipment at such plants, have been included in the list of construction works that do not require documents authorizing their execution.
At the same time, these works may be carried out only following an inspection of a facility that has already been commissioned and subject to an inspection report prepared by a certified specialist holding the relevant professional qualification certificate.
The report must confirm the technical condition of the building, assess any potential impact on the strength, stability, and rigidity of structural elements, substantiate safe further operation after installation, and include recommendations on whether the works may be performed under the simplified procedure.
For business facilities, the technical inspection should be planned as a mandatory preparatory step, since the inspection report serves as the basis for applying the simplified procedure. For individual residential, garden, and holiday houses, the inspection is defined as optional and carried out at the owner’s discretion.
Separately, the Government has expanded the Affordable Loans 5–7–9% program for energy-efficiency and energy-independence projects by increasing the maximum investment loan amount from UAH 150 million to UAH 250 million and by adding cogeneration units to the list of eligible equipment.
For businesses, these changes mean a faster start for rooftop and façade PV projects, provided proper technical preparation is completed, as well as broader access to financing for comprehensive energy-resilience solutions. In practice, it is advisable to begin with an analysis of the consumption profile, then conduct the building inspection and obtain the report, and subsequently proceed to design and preparation of a financial model tailored to the selected implementation scenario.
