Sector Overview
The capacity of wind power plants in Ukraine is 1.9 GW. Of these, 1.3 GW are located on TOT in Donetsk, Luhansk, Kherson and Zaporizhia regions. Wind power ranks second in the national renewable energy sector.
On August 13, 2024, the Government approved the National Action Plan for Renewable Energy until 2030, which provides for the construction of 6.1 GW of onshore wind power. The territories of the Carpathians, Precarpathian, Transcarpathian, Lviv, Volyn, Odesa, and Mykolaiv regions are considered promising for construction.

Developed system of power transmission lines:
The United Energy System of Ukraine is one of the largest power transmission lines systems in Europe, covering seven regional power systems (RES): Dniprovska, Western, Crimean, Southern, South-Western, Northern and Central, which are interconnected by system-forming and main transmission lines (TL) of 750 kV and 330-500 kV.
The United Energy System contributes to increasing the competitiveness of RES, including wind power plants, by providing access to different regional electricity markets and promoting the implementation of mechanisms to stimulate the production of green energy.

In the field of export development, from December 14, 2023, the Ukrainian System Operator received full membership in the European Network of Transmission System Operators for Electricity ENTSO-E. This will contribute to increasing the flexibility and reliability of the Ukrainian network and expanding cooperation with EU countries.
Risks
The temporary suspension of wind farm installations in southern Ukraine has led to the halt of new projects under development or construction. 85% of wind farms are located in occupied territories. Therefore, of the total generation capacity, 372.5 MW of turbines are currently operating, located mainly in the Odesa, Ivano-Frankivsk and Lviv regions.
The low pace of development of highly maneuverable generation and the small number of auctions held for the allocation of support quotas are somewhat slowing down the implementation of new wind power projects at the state level.
